Implementation of GLTN’s land-based financing tools in Afghanistan and Somalia to contribute to investment in service delivery and reconstruction
UN-Habitat in November 2019 signed a 30 million Norwegian Kroner (US$ 3.28 M) agreement with Norwegian Agency for Development Cooperation (NORAD) to support the ‘Land and property tax revenues for service delivery, reconstruction, citizenship building and sustaining peace in fragile states’ project in Afghanistan and Somalia. This 2-year project that starts in January 2020 seeks to ensure that good practices in land and property taxation in fragile states consolidated, scaled up, institutionalized and replicated, as a contribution to service delivery, reconstruction, citizenship building and sustaining peace.
As a result of implementing the project, the Afghan and Somalia authorities will realize and increase in revenue through land and property taxation which will contribute to investment in service delivery and reconstruction. The project will also establish a knowledge network which facilitates learning and produces guidance to developing countries and organisations on land and property taxation. It is expected that the model developed through this initiative will be replicable in new selected fragile countries with corresponding success of increased revenues for service delivery.
